Paul This is a get-what-you-pay-for experience. You can pay about $15/pp for a bus from Chefchaouen to Rabat, like this. Or you can get a minivan that costs about $65/pp, and with a minimum of three passengers. So, two travelers means $30 versus $195. For $30, you get a bus that is supposed to have AC, but doesn't really. It will stop by pulling off at the side of the road and dropping people. To be fair, though, it made the scheduled stops, at the scheduled times. The bus was a bit dirty, but not horrible. I'm glad I made this choice--it saved a bunch of money for a good dinner! If you are lucky, you might find better travel options, even if a bit more than what I paid. The CTM company is better, but their schedules times didn't work for me. Taking a bus to Tangier to then take a train to Rabat? Seems silly, and not time-saving. You just have to decide how basic you are willing to go, relative to your budget. If a minivan were twice as expensive, I'd have taken it. 6 times as much??? No way.
