Coda Lines M

Why when travelling on codalines buses does the aircon have to be on full blast? And the drivers refusal to turn it off/down. I shouldn’t have to go in to my bag in the holding area and put a woolly hat and 2 extra layers on! It’s the Philippines and its 25 to 30 degrees!!! A warning would be appreciated
